I'd choose Kit if: you're building a broader creator business where email automation and selling individual digital products matter as much as the subscription.

4. Substack — easiest, but not my choice for your use case

Substack is terrific for getting a paid newsletter running quickly, but I'd be less enthusiastic if gated downloadable content is a major part of the product.

You can absolutely distribute downloads to paying subscribers, but you're working more within the newsletter model rather than building a sophisticated subscriber resource portal.

My recommendation

If you told me:

"I'm starting a paid newsletter. Subscribers should receive the newsletter every week, but they should also have an ongoing members-only library of PDFs, templates, reports, and other downloads."

I'd rank them:

1. Ghost — best membership/content-library architecture
2. beehiiv — best newsletter-growth + digital-product combination
3. Kit — best creator-commerce/email automation combination
4. Substack — best if minimizing setup is the overriding priority

One important distinction: if by "gated downloadable content" you mean a true Netflix-style resource library where subscribers can log in, browse categories, search resources, and download everything included with their subscription, I'd lean Ghost quite strongly. If you mean sell/deliver individual PDFs and occasionally give them to paid subscribers, I'd lean beehiiv or Kit.
