One important distinction

Ask every finalist these seven questions:
- Will you sign a Business Associate Agreement (BAA) if your work involves PHI?

- How will you prevent Google Analytics, Meta Pixel, advertising scripts, chat widgets, forms, and other third-party tools from leaking PHI?
- Do you provide vulnerability scanning, patching, backups, logging and incident-response procedures after launch?
- How will you address WCAG 2.1/2.2 AA accessibility?
- Can you provide references for healthcare clients with comparable security requirements?
My starting point: interview Orbit Media, WebToMed, and Taction. That gives you three substantially different options: a sophisticated healthcare web agency, a healthcare-specialist marketing/web firm, and a security/integration-heavy engineering partner.
If your consulting firm doesn't actually collect PHI, tell the agencies that up front—the appropriate architecture may be considerably simpler and less expensive.
